When you turn the switch to start the start relay should pull, but the ground for the relay goes thru the neutral safety switch on the top of the transaxle. If that relay pulls the red wire that goes to the starter solenoid should get hot and turn the starter. You could put a jumper wire in the harness side of the neutral switch to check the switch. If you jumper that plug, the start relay should pull because the power for that relay comes straight from the lug on the starter. If it doesn't pull, it's bad. It's on the passenger side frame rail next to the fuel pump. Should be the only relay there. When you turn the key to run the fuel pump should run, if it doesn't you could have an ignition switch problem. There are three or four ground wires bolted to the right rear of the motor that you should check also.

To check the starter correctly, you need power to the lug on the solenoid, then you need to unplug the red wire on the solenoid and touch a jumper wire to the connection where the red wire was. That will pull the solenoid and the other end of it will pull a fork and activate the starter drive. On the other problem, the hot wire that runs the fuel pump goes thru the diff lock switch and the parking brake switch before it gets to the fuel pump. Both those switches are under the cover that's under the seats. When you turn the ign. to on the first two lights on the left side of the dash should come on. Also with the key on if you pull the emergency brake and activate the diff lock, both those lights should come on. After that it's the fuel pump. I think the fuel pump ground is the first ground that comes off the main ground on the right rear passenger side of the motor.

This is going to be hard to do without a wiring diagram, but I'll give it a go. Iam assuming you are in the run position on the ign switch and pressing the accelerator to start it moving. When you press the accelerator you make the connection in the throttle switch that carries 12v from the yellow wire to a tan wire coming out. That tan wire splits and one leg goes to the neutral start switch. That switch has to be in neutral to pass current thru and out a purple wire that acts as pull voltage for the neutral interlock relay. When the neutral interlock relay pulls it enables the other tan leg coming out of the throttle switch to pass pull voltage to the start solenoid thru a green wire. That green wire and a black ground should pull the solenoid which will pass current thru the red wire coming from the battery to the red wire going to the F2 post on the starter/generator. So looking back, when you press the accelerator the purple wire coming out of the neutral start switch should be hot. If that purple wire is hot it should pull the neutral interlock relay and send 12v to the green wire that goes to the start solenoid. That voltage and a ground should pull the start solenoid and enable the hot wire to the starter/generator. That's how it's supposed to work I know it's hard to do without a picture.

rhino, I'm sorry and I got you off on the wrong track last night, I had you partially in neutral when you should have been in gear, so I'm going to try again. First of all the F3 fuse needs to be good. Ign. in run, shifter in gear, parking brake off, press gas pedal. Power goes via yellow wire thru throttle switch and out tan wire to neutral interlock relay. Since trans is not in neutral ( where I screwed up before ) and the parking brake off, power goes thru relay and out green wire to start solenoid. So the green wire is the power to pull the solenoid. So you press the gas tan wire out of the throttle switch is hot. Tan wire into the neutral lock relay is hot and the green wire out of that relay is hot to the start solenoid. It looks like if your park brake switch is bad or out of adjustment it will mess things up. Also that green wire goes to two other relays that could be pulling it down. Neutral run latch relay and ignition relay.
